
The authorities will simplify the conditions for voluntary association
The government has developed a package of amendments to eliminate bureaucracy in organizing the process of voluntary unification of mayoralties. One of the main amendments concerns the stability of the new structures. The Government proposes to abolish the condition obliging local authorities to hold early elections immediately after the merger of mayoralties. Instead, local elected representatives will be able to continue to serve until the general local elections scheduled for 2027.
The citizens will choose the administrative center
In addition, they will be given the opportunity to choose the administrative center. This will not be a procedure strictly prescribed by law, but a decision agreed upon at the local level. According to the government, it will provide greater flexibility in its adoption.
As Alexei Buzu emphasized, the adjustments are being made based on the results of consultations held in 29 districts. The package of changes includes proposals voiced by mayors and councilors.
Thus, a number of documents, which should have been developed by local authorities, will be excluded from the regulatory framework. Some of them will be simplified, while others will be developed with the support of the State Chancellery.
He He also announced that in the near future the Cabinet of Ministers will approve a package of documents that will complete the process of digitalization in local public administration authorities
In particular, the authorities promise to revise the concept of the current single service centers. “We will take care of more services for citizens and open such units in localities where mayoralties will be united,” Buzu said.
Postponing the reform means higher costs
Since the current legal framework was overly strict, imposing the preparation of economic analyses and technical documentation on local authorities, it made the process more complicated. Therefore, only those regulations that incentivize the process will be retained.
He reiterated that the forthcoming reform was necessary and that postponing it would mean higher costs. He rejected the assumption that the reorganization of mayoralties is due to budgetary savings or electoral calculations.
Once approved by the government, the documents will be sent to the parliament.
