
The total public debt amounted to 127.3 billion lei in September, adding 1.5 billion lei during the month, of which 0.5 billion lei due to the increase in the internal public debt and 1 billion lei due to the growth of the external one. But since the beginning of the year, the dynamics is reversed.
Since the beginning of the year, the total state debt increased by 5.9 billion lei, or by 4.8%. At the same time, the internal state debt increased by 3.9 billion lei, while the external one – by 2 billion lei. About 66% of the increase in the total state debt was caused by the growth of the internal debt, while 34% – by the growth of the external state debt.
As of the end of September 2025, the domestic public debt at nominal value increased by 3,898.36 million lei compared to the beginning of the year and amounted to 47,859.54 million lei. The change in the domestic public debt occurred due to the increase in the issuance of SS on the primary market by 4,560.9 million lei at nominal value, the issuance of SS through the electronic platform for the population by 423.3 million lei and the redemption of converted SS in the amount of 1,085.8 million lei.
During the year (September to September), the total public debt increased by 17.3 billion lei, or 15.8%, and now accounts for 36.2% of GDP. In addition to limited borrowing opportunities, internal constraints also affect the speed of increasing the state’s total debt. The budget law for 2025 envisages parameters for increasing the state debt in the proportions of 61% (for internal) and 39% (for external).
