Dumitru Alaiba
Dumitru Alaiba is not an employee of the NBM, but a member of the Supervisory Council of the National Bank of Moldova, the central bank said on its website. The need to recall the organizational structure of the NBM is obviously urgent.
According to the law of 1995, the National Bank of Moldova operates under the leadership of the Executive Committee, which consists of five members. Its activity is supervised by a Supervisory Board consisting of seven members, four of whom are appointed by the Parliament for five years. The fact that at least two persons (the president of the NBM and the vice-president of the NBM) both manage and supervise the central bank is not a conflict of interest under the current law.
At present, the members of the NBM Supervisory Board are: NBM President, Chairman of the Board – Anca Dragu, NBM First Vice President, Vice Chairman of the Board – Petru Rotaru (NBM employees) and 5 non-employees – NBM Vice President Tatiana Ivanichkina, Natalia Gavrilica, Vitalie Lemne, Ion Lapteacru and Dumitru Alaiba.
As for the latter, in addition to his long track record, it is also informed about his publications, which prove his competence and right to occupy a place in this organizational structure.
Mr. Alaiba has written the following works:
- Civil Forum on Asset Recovery: “Sanctions as an asset recovery tool: the case of Moldova”;
- 2017. Open Society Foundations: “Too big to convict? Four years of inaction in the investigation of financial fraud in Moldova”;
- 2018. Open Society Foundations: “What can the EU do to rebuild Moldova’s banking sector?”
