Moldovan authorities promise to close debts on agrarian subsidies for 2024 by the end of April

This was announced by the head of the Ministry of Agriculture and Food Industry (MAIA), Ludmila Catlabuga. According to her, the Agency for Interventions and Payments in Agriculture (AIPA) is currently processing 396 applications for post-investment subsidies worth over 400 million lei, as well as 170 applications for so-called "complimentary" subsidies (in this case, partial compensations of farmers' insurance premiums).

According to Serghei Ivanov, chairman of the parliamentary commission for agriculture, the total amount of arrears of post-investment subsidies for 2024 is about 1.3 billion lei, for 2025 – about 2.1 billion lei. The arrears of complimentary subsidies for two years are about 700 million lei.

In the process of checking farmers’ applications for subsidies by AIPA, not all of them are authorized “on the fly”. Some of them are sifted into a “case for scrutiny” and, as a consequence, are either rejected or paid “last.” That is, by the end of April it is quite realistic to authorize, conditionally, all “obvious” (not suspicious) applications for subsidies submitted in 2024. Given the current pace of the process, representatives of farmers’ organizations doubt that the turn of payment of debts on subsidies for 2025 will reach before summer.

In parallel, AIPA is authorizing current subsidies – direct payments per “head of animal” and “per kilogram of industrial milk.”
