Moldovan and Romanian Customs discussed coordination of border controls

The customs authorities of Moldova and Romania intend to develop cooperation in order to optimize cross-border traffic and ensure the security of the common border. Emphasis will be placed on the implementation of coordinated controls at border crossing points, as well as on the implementation of the computerized NCTS system under the new conditions applicable to the Republic of Moldova.

The NCTS (New Computerized Transit System) is a pan-European digital platform for data exchange between customs authorities used to track the transit of goods in real time. The system automates cargo clearance by replacing paper procedures with electronic declarations, which speeds up logistics and reduces costs when moving goods between EU, EFTA and Single Transit Convention countries.

These issues were discussed during the March 3-4 visit to Bucharest of the head of the Moldovan Customs Service Radu Vrabie and his meetings with his Romanian counterpart Mihai Savin.

The sides also discussed the development of infrastructure projects financed within the European Cooperation Facility (CEF), the activity of the joint working group RO-UA-MD, as well as the consolidation of risk analysis through information exchange and the organization of joint seminars and trainings.

As part of the working program of the visit, Radu Vrabie and Mihai Savin also jointly visited the headquarters of the South East European Law Enforcement Center (SELEC), where they held a meeting with the organization’s Director General Oguz Serkant Akin.

The discussions were aimed at strengthening operational cooperation by enhancing information sharing, coordinating joint investigations and utilizing SELEC’s regional mechanisms to combat cross-border crime.

At the same time, prospects for enhancing cooperation in training and institutional capacity building were discussed, including by involving experts and liaison officers in joint official activities and projects aimed at preventing customs fraud and other forms of illicit trafficking.

Officials reaffirmed their commitment to maintaining an active dialog and strengthening regional cooperation to ensure border security and develop coordinated responses to emerging risks.
