The need for changes is explained by the fact that since the signing of the Chicago Convention in 1944, the number of countries participating in ICAO has grown significantly. At that time, 53 countries were members of the organization, while today there are already 193. At the same time, some regions, including Central Asia, are still not represented in the council. As noted Vice Minister of Transport of Kazakhstan Talgat Lastayev, Kazakhstan intends to claim a place in this body.

“Just a month ago, together with the Ministry of Foreign Affairs, we applied to join the Council. Elections will be held in the fall. Kazakhstan participates and will apply for a place in the Council, which will give us the opportunity to participate in the direct creation of international standards and regulatory framework for civil aviation and flight safety requirements,” the Minister orda quoted.

For Kazakhstan, this is an opportunity to participate in the management and development of international flight safety standards, as well as a factor of recognition. The country already demonstrates high performance in this area. According to him, according to the results of a recent audit, the level of aviation safety in the country amounted to 95.7%, which allows Kazakhstan to be among the top 20 countries in the world on these indicators.

For the changes to enter into force it is necessary that 128 states ratify them. To date, the document has been ratified by 121 countries. In case of ratification Kazakhstan may become the first country in Central Asia, which will support the expansion of the ICAO Council and will claim a place in this organization.
