
The National Energy Regulatory Agency (ANRE) has for the first time created an electronic registry for the issuance, transfer, use and revocation of guarantees of origin, which became operational from the day of launch.
The Register of Guarantees of Origin (https://grex.grexel.com/ru/public/home) is a single register, created in electronic format and updated by the Agency, in which producers, suppliers, consumers and other renewable energy market participants are registered, as well as issued, transferred, revoked, expired, used and canceled guarantees of origin for energy produced from renewable sources by the respective producers and supplied to the grid.
The account in the Register is opened on the basis of an application, depending on the type of applicant (producer, supplier, consumer or other market participants) and upon payment of an annual payment approved by the Agency, which for 2026 amounts to MDL 3027.
The creation of this registry was necessary in order to harmonize with the European standards for the certification of energy from renewable sources, complying with the SM EN 16325+A1 standard and the Principles and Rules for the Functioning of the European Energy Certification System.
The register is linked to the regional system of guarantees of origin established within the Energy Community.
The contract to commission the Register was signed on September 19, 2025 with the supplier selected by the Energy Community Secretariat, Grexel Systems Ltd. It is recognized at European level for its expertise in the development, operation and management of electronic registers of guarantees of origin and other renewable energy certificates. Subsequently, specific customization of the information system and training activities on its use were carried out, including with stakeholders.
Throughout this process, the Energy Community Secretariat provided technical and legal support for the conclusion of the service contract with the selected provider, including through the organization of training courses, while continuing to support capacity building of ANRE staff to strengthen institutional preparations for the regional transfer of guarantees of origin.
The Agency encourages electricity market participants interested in the issuance, transfer and use of guarantees of origin to familiarize themselves with the Regulation and take the necessary measures to obtain and manage them.
And also recalls that the central electricity supplier S.A. Energocom sold 9,000 guarantees of origin to end users for the first time, through a competitive procedure conducted under ANRE Board of Directors’ Decision No. 619/2025.
