In just two months, the domestic state debt increased by 3.7 billion lei. This is the fastest pace over the last five years. For the whole year 2025, it increased by 8 billion lei, becoming the main source of growth of the total state debt. Debt growth is far outpacing the economy, raising concerns about debt sustainability.

According to the Law on State Budget for 2026, the government plans to borrow 10 billion lei on the domestic market. In the first two months, more than a third of the annual limit has been selected. The domestic debt limit is set at 63.1 billion lei at the end of the year.

In February, the change in the volume of public debt, according to the Ministry of Finance, resulted from the increase in the issuance of SS on the primary market in the amount of 3,463.9 million lei in nominal terms, the issuance of SS through the electronic platform eVMS.md in the amount of 193.13 million lei and the activation of the state guarantee within the state guarantee “Primacasă” in the amount of 0.44 million lei.

In the first two months of 2026, the weighted average interest rate on SS amounted to 9.33%, up by 0.25 percentage points compared to 2025.
