
Individuals who have contributed to the social security system in Moldova or Ukraine can exercise their rights, regardless of the country in which they choose to reside. It is estimated that about 20,000 citizens will be able to count on this, if the parties agree. The Moldovan government, in any case, approved this week the start of negotiations on this issue.
It is a matter of negotiating an administrative agreement between the two countries, which will spell out a specific mechanism for the application of the bilateral Agreement between Moldova and Ukraine in the field of social security.
The administrative agreement should establish procedures of interaction between the competent institutions of both states in order to exchange documents and information entitling to social security benefits provided for in the Agreement. In addition, it will allow the realization of the right to pension by applying the principle of summing up the insurance experience accumulated in the two states.
Thus, persons who worked in Moldova and/or Ukraine will be able to receive pensions and other social benefits in proportion to the length of service of contributions in each state. An official Moldovan delegation, headed by Cristina Jandic, Deputy Secretary General of the Ministry of Labor and Social Protection, will soon leave for negotiations with the Ukrainian side.
