
Such control is necessary to ensure more efficient utilization of the money allocated to the agencies, as well as for a more accurate forecast of expenditures when developing the document defining the medium-term budget framework for three years.
The review process is planned to be introduced in each sector based on a new methodology developed by the Ministry of Finance. The draft has been posted for public consultation on the ministry’s website until the end of this month.
The methodology was created to regulate the process of budget expenditure control. It defines its organizational and analytical framework, stages and deadlines, as well as establishes requirements and responsibilities of bodies and persons exercising expenditure control.
When monitoring budget expenditures, a number of mandatory conditions are taken into account. First, they will be reviewed at least once every 7 years in each sector. At the same time, the main role in this process is assigned to the Government, which will ensure the provision of necessary information, establishment of working groups, as well as inclusion of their activities in the calendar of activities for the development and approval of the medium-term budgetary framework.
A Steering Committee and a working group will be created for the effective work of public bodies in the process of revision of expenditures. And the Ministry of Finance will be appointed as its coordinator, which will prepare not only the topics and framework, but also the results of the analysis, including measures to improve the efficiency of expenditures, with the indication of responsible bodies and deadlines for their implementation. It will be obliged to publish annual reports of the central state administration bodies.
