The recent changes introduced by the legislative package for the digital economy (Law No. 144/2025), which allows private institutions, including banks, to develop integrated service platforms and provide services in the context of the CUPS format, will be an important step towards digital business management.

The discussion on this topic at the Prime Minister’s Economic Council has attracted the attention of the business community, which is in the decision-making stage of using the eKYC universal digital identity platform and is interested in replicating the CUPS model. The platform is now in the process of procuring IT solutions.

“The concept of providing services through the CUPS model can certainly be adopted by private actors, and the list of services can be adapted by companies to integrate into the natural range of services they provide. As for the eKYC platform, we have a common goal – to facilitate access to digital services for all citizens, simply and quickly, and remote identification integrated into public platforms will help us do that,” said Nikoleta Kolomeyets, Director of the e-Governance Agency.

As part of this process, the e-Government Agency is supported by the World Bank and the EBRD, which will hire a digital identity expert – the owner of the eKYC product. He will provide technical assistance in the process of harmonization with the European Regulation on the implementation of progressive technology.
