The Ministry of Finance is “finalizing” the new Tax Code

Moldovan Finance Minister Andrian Gavrilice has confirmed the development of a large-scale tax reform that could lead to the adoption of a new Tax Code next year.

This was discussed today at a meeting with representatives of the National Association of Inbound and Domestic Tourism of Moldova (ANTRIM). The discussion focused on aspects that could support the development of the tourism sector by creating a stable and predictable tax base.

Public opinion is gradually being prepared for significant changes that will come into force not earlier than January 1, 2027, in order to ensure predictability for businesses.

According to the ministry, Minister Gavrilice mentioned, among other things, the ministry’s initiative to promote, starting next year, “a new Tax Code based on principles such as simplicity, convenience, compliance and competitiveness.” He also emphasized the goal of simplifying tax regimes, “so that they become more understandable and easier to apply for entrepreneurs”.

Other measures to support the business environment were also discussed in the same context, including a zero tax rate mechanism on retained earnings and the intention to reduce the payroll tax burden. The aim is to eliminate the current inequality in taxation, with different categories of citizens paying between 1% and 40% of their income.

Freelancers and day laborers, the use of electronic payments and simplification of accounting and financial reporting procedures were also discussed. The Ministry plans to present an updated fiscal policy for public discussion as early as spring 2026.
