State property management will be freed from bureaucracy

Moldova will create a clearer and more transparent legal framework in the field of state property management. This is stipulated by the relevant amendments to the Law on the management and denationalization of public property, which the Parliament adopted in the first reading. The document was developed by the Ministry of Economic Development and Digitalization.

The authors of the draft law note that at present, management and denationalization procedures are considered excessively bureaucratic and slow. In the absence of clarification and simplification, the process of privatization or transfer of state property to the private sector is difficult. The draft law therefore provides for measures to simplify procedures, increase transparency and clarify the powers of the institutions involved.

The authors also propose that property held by educational institutions subordinate to the Ministry of Education and Research could be transferred free of charge for a certain period of time to local authorities for educational activities.

At the same time, it will be prohibited to grant for rent, superficies or free use to individuals and legal entities with private capital land plots owned by the state, private property or administrative-territorial units for the construction of residential buildings, with some exceptions (state-owned land plots intended for the construction of social housing).

After finalization, the draft law will be submitted to the Parliament for consideration in the second reading.
