
The Casa Verde financial product is developed within the framework of the state program “Energy Efficiency Fund for Energy Efficiency in the Residential Sector of Moldova” (FEERM), managed by the National Center for Sustainable Energy (CNED). Casa Verde offers non-refundable support of 50% of the investment value, but not more than 200 thousand lei, to individual households (individual houses or houses under construction) that invest in reducing energy losses and modernizing energy consumption systems.
“The Green House project responds to the real need of the population for an affordable solution to reduce energy bills through the implementation of modern energy efficient technologies. We are already seeing the results of the first phase in 2025 – beneficiaries who have implemented energy efficiency and renewable energy measures with the support of the state are seeing savings on their bills and increased comfort in their homes. For the second phase, 200 million lei has been allocated from the state budget so that more households across the country can benefit from non-refundable financing for energy-efficient modernization of their homes,” said Ion Muntean, Director of the National Center for Sustainable Energy.
A step towards the country’s energy independence
Through the Casa Verde financing program, the government encourages investment in sustainable housing, helping to reduce energy consumption, lower bills for the public and protect the environment.
“Every energy efficient home is a step towards the country’s energy independence, as well as reducing bills while maintaining the comfort of citizens. For an average private house of about 100 m², a complete set of works can reduce the annual energy consumption for heating by up to 13 MWh. At the current tariffs, this means savings of up to 18 thousand lei per year, if we are talking about heating with natural gas, and even up to 50 thousand lei per year in case of electricity,” said Vitalie Mytsa, State Secretary of the Ministry of Energy.
Changes in the program
In the 2026 version of the Casa Verde 2026 financing program, the eligibility criteria have been adjusted to allow families without children to apply for financing. In addition, in order to ensure a balanced distribution of financial support at the national level, the territorial distribution principle will be respected in the allocation of funds under this call for proposals.
Thus, up to 30% of the available budget will be allocated to projects submitted by applicants from Chisinau, while 70% of the available budget will be allocated to projects from other administrative-territorial units of the Republic of Moldova.
For which purposes the Casa Verde grant can be used
The Casa Verde program offers participants financing for a wide range of works aimed at improving the energy efficiency of residential buildings. This includes thermal insulation of exterior walls, roofs and floors, which helps to reduce heat loss and maintain optimal thermal comfort.
The program also supports modernization of heating and ventilation systems, including the installation of efficient heating units and heat recovery ventilation systems.
In addition, for families or owners who have already implemented energy efficiency measures, the financial product also covers the installation of other high-efficiency equipment or the use of renewable energy sources, including solar panels with storage batteries.
