
The draft law introduces a restriction of roaming tariffs for users from Moldova traveling to EU countries. The document stipulates a gradual reduction of tariffs until their complete abolition in a maximum of 5 years. After that, the principle of “Roam like at home” (Roam like at home) will be in force, which allows using mobile communication services without additional costs in the EU countries.
The bill adopted by the government provides for a reduction in tariffs for all types of electronic communication services – calls, SMS messages and mobile data traffic. It is estimated that consumers will save from 30 to 70% of current roaming costs, depending on the type of services used. The document obliges providers to correctly and in real time inform consumers about roaming costs and possible additional costs.
It also defines clear mechanisms for dispute resolution in case of billing errors. Measures are also envisaged to stimulate investments in electronic communications infrastructure, including 4G and 5G networks. Thus, Moldova’s providers will be able to prepare networks for increased consumption, abolish roaming tariffs and offer services according to European standards.
The government recalled that from January 1, 2024, the roaming tariffs between Moldova and the EU countries were reduced due to the agreement signed between Moldova and the EU. Mobile operators from Moldova, the EU and the European Economic Area voluntarily agreed to offer more favorable offers to end users, including free packages within monthly subscriptions.
