
The document, among other things, extended special risk premiums for professionals working with explosives or involved in anti-terrorist operations.
Special allowances are provided for 60 positions engaged in particularly dangerous special tasks, such as marking, clearance and destruction of explosives, from units of the National Army. Special allowances are also foreseen for actions within special anti-terrorist operations for civil servants with special status from the Border Police Service of the Chisinau International Airport (21 positions).
A number of other special units, as well as civil servants with special status, who are directly involved in anti-terrorist or dangerous operations, will be entitled to special allowances.
The systematic evaluation and reevaluation of positions in the budgetary sphere is the first stage of the pay reform process for 2026-2030. These changes more precisely define and clarify the roles and criteria on the basis of which the special allowance will be calculated. At the same time, uniform and fair remuneration is ensured for personnel in the various structures of the security and public order system involved in dangerous and specialized operations.
According to a government proclamation published in the Official Monitor, the detailed evaluation of the positions in the budgetary sector is based on such criteria as education, knowledge and experience, complexity, creativity and diversity, responsibility for the decisions taken, working conditions, mental and physical exertion, etc. The Ministry of Finance will coordinate and organize the evaluation process.
The provisions of the draft decision entail financial expenses of about 9,142.3 thousand lei per year. Most of the amendments will be applied from the date of publication of the decision, some of them – from August of the current year or from January 1 of the next year.
