On June 5, the government approved a new law adapted to the requirements of the euro standards. Liberalized thresholds on procedures and organizational changes are envisaged.

The Ministry of Finance, which oversees this area, hopes to overcome existing difficulties and remove bureaucratic barriers to the implementation of the new regulations.

Among the most important provisions of the project: introduction of differentiated value thresholds for contracting (1 million lei for social works and services, 600,000 lei for goods and services); elimination of restrictive requirements for contract execution.

Clear rules for amending contracts without renewing procurement procedures will be introduced, including an increase in the limit for additional purchases from 15% to 25%.

A new integrated electronic system will soon be launched, which will digitize the entire procurement process – from planning to execution. The authors promise that all measures to prevent anti-competitive practices will be implemented – monitoring collusion and disloyal behavior among others. Provisions are also introduced for procurement involving both domestic procuring authorities and procuring authorities from EU member states.

The new law will enter into force from 2027.
