Personnel in the public sector will be in a single system

The government has approved the Regulation on the procedure of maintaining the information resource created within the new system of accounting and personnel management in the public sector (EMRU).

Personnel in the public sector will be in a single system

This normative act will provide the legal basis for the functioning of a new digital platform that will replace the current system of registration of state debts and civil servants. It is outdated, used in a fragmented manner and is already incompatible with other state registers.

The new system will allow centralized collection, storage, updating and analysis of data on civil servants, automate personnel processes and ensure transparency of personnel management in the public sector.

The information system will be integrated with the main state platforms – MConnect, MPass, MSign, MNotify, as well as with the registers of population and legal entities. It will be visually reflected on emru.gov.md: data on positions, employees and other categories of personnel, documents, digital personnel processes and statistical reports. The system will introduce an electronic personal account of a civil servant, which will provide online access to personal data and information about the career in the civil service.

The implementation of EMRU will reduce the administrative burden and ensure paperless document flow in the human resources management system in the public sphere, provide prompt access to up-to-date personnel data, improve human resources planning in state structures, increase transparency and digitalization of personnel procedures, etc.

The system is being implemented in stages, in separate modules. In 2024, 1.4 million lei was allocated for the development of the architecture and basic functions of EMRU, and in 2025, 2.5 million lei is envisaged for the launch of the “Leave” module and digitalization of personnel accounting processes. In the next 3 years, another 23.6 million lei will be needed to implement the system.
