Pensions in Moldova cover only 42% of living expenses

The average pension in the Republic of Moldova covers only 42% of living expenses, placing the country among the countries with the lowest pension provision in Europe.

The data show that in more than half of the 39 countries analyzed, pensions do not cover basic expenses. The situation is particularly difficult in Eastern Europe and the Balkans. Moldova is in the same group as Ukraine and Albania, where pensions cover about 29% of expenses, and Georgia, where they cover only 22%.

By comparison, in Bulgaria pensions cover about 78% of living expenses, in Romania 73%, and in Turkey 64%.

In Western and Northern Europe, the situation is much better: in Luxembourg pensions cover 225% of expenses, and in Italy and Finland – more than 200%, providing pensioners with a much more stable standard of living.

The analysis reveals a clear regional gap: while pensions in Western Europe fully cover or exceed basic expenditures, in Eastern Europe, including Moldova, they cover only a fraction of the necessary expenditures.

Experts warn that pensioners in low-income countries often rely on family support or additional sources of income. According to the Organization for Economic Cooperation and Development, about two-thirds of the income of people over 65 comes from state pensions.

In Moldova, the average pension in 2025 is approximately 4,407 lei and the minimum pension is 3,055 lei.
