
Opinion: creation of a bicameral parliament would help solve the Transnistrian issue
This opinion was expressed during the round table “Prospects of Moldova’s reintegration”, dedicated to the solution of the Transnistrian issue, by Ivan Gutu, Doctor of Economics and former Deputy Prime Minister of Moldova, Chairman of the public association “Altă Moldova – Other Moldova”.
According to Gutsu, other regions of Moldova could be simple territorial autonomies. At the same time, all regions should have a clear and balanced legal framework.
He also proposed the creation of a bicameral parliament in Moldova, with a Chamber of Deputies and a Chamber of Regions, to guarantee the participation of representatives of all regions in the decision-making process at the national level. The leaders of the autonomous regions would be members of the government, which would strengthen the link between central and local government.
Gutsu said that the advantage of this formula is the possibility of moving forward without going through a complicated constitutional amendment procedure, as well as ensuring a clear system of equality between the regions. He also emphasized that such bicameral structures already function in Romania and Belarus, and can be successfully adapted to Moldova’s realities.
Ivan Gutu noted that “these proposals represent a concrete and realistic step towards solving the Transnistrian issue and consolidating a functional unitary state with strong legal and institutional ties between all regions of the country”. They should be discussed and analyzed by the political class.
