
As a result, the revenues will reach 75 billion 932.5 million lei, while the expenditures will increase to 93 billion 838.8 million lei. The amendments will not affect the budget deficit. It will remain at the level of 17 billion 906.3 million lei. Although the initial amount of 13 billion 894 million lei was planned in the budget law for 2025, adjustments were made in spring, according to which the budget deficit increased by 4 billion 012.3 million lei (+28.9 per cent). As a percentage of GDP, the deficit now stands at 5.1%.
The adjustments in the budget revenues were made possible due to a 300-million-lei increase in the VAT revenues on goods and services produced and rendered on the territory of Moldova. The figure was adjusted on the basis of the analysis of the revenues for the first 5 months of the current year. The amount of VAT refunds has also increased – by 100 million lei. Another factor was the revision of the amount of revenues from dividends received from the state-owned companies, as well as from the net profit of state-owned enterprises. They added another 200 million lei to the budget revenues. The revenues of budgetary institutions also increased – by 38.8 million lei, as well as the payments of grants for projects financed from external sources – by 8.9 million lei.
As for the changes in the expenditure side, they envisage the provision of one-time financial assistance for the preparation for the new school year. Pupils from the I-IX classes will receive a one-time assistance of 1,000 lei. For this purpose, 300 million lei will be allocated to the state social insurance budget. Additional funds (50 million lei) have been earmarked for the state enterprise Railroad of Moldova. Another 50 million lei will be allocated to the government’s intervention fund to eliminate the consequences of emergency situations.
Also, it is planned to partially reallocate the funds, taking into account the current situation and the needs of the public authorities in terms of labor remuneration in the budgetary sector. Transfers to the local budgets and the state social insurance budget will be increased.
