Moldovan fruit growers propose to restore licensing of plantation designers

The new procedure for the development of the project and plan for the establishment of plantations of fruit plantations, perennial berries and strawberries, formulated in the form of a draft government decree, has been submitted to the associations of fruit growers for analysis. Yesterday, at the meeting in the Ministry of Agriculture and Food Industry MAIA of these associations presented proposals on the adjustment of this draft.

MAIA said in a release that the new regulation “establishes mandatory conditions and requirements for the development of a fruit crop plantation design, as well as the responsibilities of beneficiaries and participating professionals to ensure economic efficiency, land management and environmental protection.”

In order to achieve these goals, the developers of the draft regulations propose to create a new structure – a commission of specialized specialists, which would evaluate the plans of new plantations and issue recommendations. The conclusions of this commission, presumably, will be taken into account in the process of competitive selection of investment projects for subsidizing.

What do fruit growers propose?

Leaders of at least some fruit growers’ associations believe that another (public, state) structure with administrative (monitoring, controlling) functions is an additional bureaucratization of the related agribusiness infrastructure. In contrast to this, fruit growers propose to restore (abolished in 2009) the licensing of designers and design organizations specializing in the development of plans for the establishment of new plantations.

An important aspect of the new regulation and its context was considered by the participants of the meeting at the MAIA Ministry to be the order, stages and timing of the creation of a domestic base for the production of virus-free planting material.

Another topic was the need for industry associations to develop sectoral strategies for the development of the sector until 2030. At the moment, only the Moldova Fruct Association has formulated such a document. “This is a recommended practice that would contribute to the formation of a clearer vision of the prospects for the development of the horticultural sector at the national level,” the MAIA said.
