Hincesti farmers: either assistance or protests

A group of agricultural producers from the district of Hanchesti draws the attention of the Moldovan authorities to the critical situation in which they find themselves due to natural disasters, the energy crisis and the influx of imports, as well as the reduction of state support. The farmers ask for urgent assistance - within five days - from the state, otherwise they reserve "the right to a massive protest".

This message was drafted and signed by the farmers after a meeting with the representatives of the district administration and the territorial unit of the association “Forța Fermierilor”.

“During the last five years, four of the years Moldovan agrarians have suffered from unfavorable weather conditions,” says the open letter of the initiative group of agricultural producers to the Parliament, the Government and the Presidency. – And the increase in fuel prices by more than 60% and the possible increase of VAT to 20% on agricultural products have put farmers in a difficult situation”.

Farmers once again accuse the current agricultural policy of the authorities of favoring transnational companies to the detriment of local producers and ignoring the interests of small operators in the grain and oilseed sectors in the process of subsidizing them.

In the document, the farmers ask the authorities to take the following measures:

  • A 100 percent refund of excise tax on diesel used in agricultural work, starting in 2026, and the inclusion of this provision in the legislation as a permanent measure.
  • Partial refund of VAT on diesel fuel used in agricultural work.
  • Preventing the increase of VAT on agricultural products to 20%.
  • Attracting European funds for direct support to farmers affected by the crisis.
  • Retention in 2026 of subsidies in the form of compensation of interest on bank loans for small and medium-sized farmers.
  • Introduction, starting from 2027, of direct payments per hectare of agricultural land in accordance with the practice of the Common Agricultural Policy of the European Union.
  • Developing a refinancing mechanism for farmers experiencing payment difficulties, including by changing the requirements of the National Bank and providing state guarantees according to the Romanian model.
  • Ending the process of forced establishment of agricultural chambers by the Ministry of Agriculture.
