The reform of public procurement in Moldova has received a new impetus with the approval of 24 electronic forms for public procurement, adapted to EU requirements - Logos Press reports.

According to the National Dispute Resolution Agency, these forms automate the process of filling in data, increase transparency, simplify the public procurement system and reduce the administrative burden on customers.

“The approval of standard forms for announcements in public procurement, sectoral procurement, defense and security, and concessions will improve accessibility and transparency and create a fairer environment for all participants,” the agency stresses.

This is another step towards the implementation of the new Law on Public Procurement and a new digital platform for them. It will replace the current Automated Information System “State Register of Public Procurement MTender”. The new system will cover the entire procurement lifecycle – from planning, publishing announcements and conducting procedures to concluding, modifying and monitoring the execution of contracts. The platform will be fully compatible with Tenders Electronic Daily (TED), the official EU tool for public tenders.

The goal is to create a transparent, automated and interconnected infrastructure capable of improving procurement efficiency, minimizing corruption risks and ensuring equal access for all market participants.

The current MTender platform, according to the authorities’ assessment, does not meet modern requirements: it does not provide the necessary compatibility with TED and does not guarantee stable transparency of procedures and equality of participants.

Earlier, a new Law on Public Procurement was adopted in the first reading. It, in particular, introduces clear rules for procurement contracts and tenders, setting differentiated thresholds depending on the type and level of the contracting authority: works: from 1,000,000 lei; goods and services: central authorities – from 600,000 lei; local authorities and public legal entities – from 800,000 lei; social and other specific services – from 1,000,000 lei; goods and services – from 2,300,000 lei; works – from 90,000,000 lei; social and other specific services – from 7,000,000 lei.

In order to smoothly implement the new law on public procurement, the new forms and the new information system, the authorities envisaged a stage of preparation: training of the staff of state bodies and market players, adaptation of the by-laws, pilot testing of the platform. As Logos Press previously reported, it is planned that the law will come into force in 2027.

In 2027, the MTender platform system, launched with the support of the EBRD, will be 10 years old.
