
In an open letter to the relevant Parliamentary Commission, the Ministry of Finance and the Ministry of Agriculture and Food, the Forța Fermierilor administration insists that the return of excise duties on diesel fuel should become a permanent measure in the Strategic Program of Agrarian Policies (PSPA).
In this regard, the association’s management notes that in the European Union, according to the Common Agricultural Policy of the association, agricultural producers are not burdened with excise duties, because their machinery practically does not travel on roads of national importance. Therefore, excise duty on diesel fuel is either not levied on them or reimbursed to them. The Republic of Moldova has the status of a candidate to the EU from 2022, therefore, it should adopt the conceptual and regulatory practices of this bloc of states.
The “Forța Fermierilor” administration recalls that it helped Moldova to develop and apply a mechanism for refunding the excise tax to agricultural producers in 2022-23, but then it was canceled without explanation.
The association’s management admits that, as a “transitional option”, the full refund of excise duty on diesel fuel this year may be applied only to micro, small and medium-sized agricultural producers.
