
This provision is contained in the Law on the free movement and stay on the territory of the Republic of Moldova of European Union citizens and their family members, which will enter into force in March 2026. The document introduces relevant amendments to the Law on Housing, extending the right of workers from EU countries to receive service housing.
According to the law, the above-mentioned persons may, on the same grounds and conditions as Moldovan citizens, register in the list of applicants for service housing in the administrative-territorial unit where they are employed, if such lists are kept.
According to the law, service housing is provided exclusively within the existing stock, and the construction of new housing is possible only if there are budgeted funds or from external sources of financing.
In addition, law provides for the introduction of a resident card – a new identity card in the format of a plastic card, which will be issued to EU citizens, their family members, stateless persons, refugees and recipients of humanitarian protection. The document will comply with European security standards, contain biometric data and a qualified electronic signature, providing access to digital public services.
The authorities emphasize that the new norms are aimed at bringing national legislation in line with European standards of free movement of workers, reducing bureaucracy and ensuring equal treatment.
