Budget trends continue

In the first 7 months of 2025, total state budget revenues amounted to MDL 43.7 billion, 16% higher than last year's figure, Logos Press reported.

The data were provided by the Ministry of Finance in the report on the execution of the national public budget as of July 31, 2025. The lion’s share of this amount was made up of taxes and fees – 43,346.1 million lei. This is 16.2% more than was collected in the same period last year. However, revenues from externally financed projects are still lower than last year’s – 379.1 million lei against 381.3 million lei accumulated in the first seven months of 2024.

At the same time, the recent trend of decreasing growth of the Customs Service’s revenues in relation to the revenues collected by the State Tax Service continues. The revenues administered by the State Tax Service grew by 14.0%, while the Customs Service – by 7%. While the total revenues collected by the Customs Service are higher: 22.6 billion lei against 18.9 billion lei for the STS.

Experts attribute the slower growth rate of revenues administered by the CU this year mainly to the reduction in the import of oil products. Some reduction is also noted in the supply of tobacco.

State budget expenditures and non-financial assets amounted to 51.1 billion lei. Compared to the same period of 2024, they increased by 14.0%. As regards the structure of expenditures, transfer costs continue to prevail. While in 2024, they were recorded at the level of 25.3 billion lei for seven months, in 2025. – 29.4 billion lei.

The state budget execution at the end of July 2025 ended with a deficit of 7.3 billion lei. The sources of its financing were formed from internal borrowings in the amount of 7.9 billion lei and external sources – 973.9 million lei. The change in the cash balance was minus 1.53 billion lei.

We should note a slight decrease in the budget deficit in July. At the end of the first half of 2025, it amounted to 7.6 billion lei.
