
The main share in the revenue structure is VAT – about 66.6%, followed by excise duties – 26.8% and customs duties – 6.4%.
Of the total revenues for 2025, VAT on imports amounted to 27,403.53 million lei, up by 1,953.79 million lei (+7.7%) over the same period last year.
Excise duties on imports contributed 11,011.77 million lei to the treasury, an increase of 745.79 million lei (+7.3%).
The structural analysis of excise tax revenues shows the following distribution by commodity groups:
– on imported oil products – 4,619.93 million lei (42% of the total), an increase of 14.4% (+581.53 million lei) compared to the same period last year;
– on tobacco products – 3,649.26 million lei (33.1%), up by 0.1% (+2.62 million lei);
– on imported vehicles – 2,150.72 million lei (19.5%), increasing by 8.2% (+163.47 million lei);
– on imported liquefied gases – 229,3 million lei (2,1%), decreasing by 2,4% (-5,70 million lei);
– on imported beer – 119,28 million lei (1,1%), increase by 19,5% (+19,47 million lei);
– brandy, liqueurs, divines and other alcoholic beverages – 190,2 million lei (1,7%), decrease by 7,8% (-16,09 million lei);
– excise duties on other goods – 48.26 million lei (0.4%), up by 3.6% (+1.67 million lei);
– excise duties on imported wines – 4.82 million lei (0.04%), decreasing by 19.7% (-1.18 million lei).
Revenues from customs duties amounted to 2,631.11 million lei, which constitutes 6.4% of the total amount of state budget revenues. Compared to the same period last year (2,466.95 million lei), there was an increase of 164.17 million lei, or +6.7%.
The fees for customs procedures brought 50.66 million lei to the budget, which is 0.1% of the total amount. Compared to 2024 (57.87 million lei), there is a decrease by 7.21 million lei, or -12.5%.
Data on imports of goods for the whole year 2025 are not yet available, but it should be noted that in the period from January to October 2025, compared to the first 10 months of 2024, imports of goods increased by 19.4%. This is much higher than the indicated 7.5% increase in customs duties.
