A technical glitch has split the authorities

Delays in the transfer of funds to local governments recorded between February 11 and February 18, 2026, were caused by a technical glitch, and as of February 20, the Ministry of Finance has no debts owed to them, according to Logos Press.

This information was posted on the website of the financial authority. It specifies that as of February 19, 2026, the Finance Ministry transferred to the Chisinau City Hall the sum of 46.8 million lei, thus confirming the full fulfillment of the budgetary commitments.

The Finance Ministry specified that the debts to the local public administration authorities, including the Chisinau municipality, are covered. This situation does not affect the availability of funds for the local public authorities.

Lack of working communication

Another dispute between the mayor of Chisinau, Ion Ceban, and the representatives of the central authorities showed the lack of working communication between them. A day before the press release of the Ministry of Finance, Ion Ceban announced in his Telegram channel about a ten-day delay in the transfer of funds from the state budget to the capital’s budget.

According to him, according to the law, the Ministry of Finance is obliged to transfer a part of the revenues collected in the local budgets on a daily basis. Therefore, the state owes the municipality 50 million lei during this time.

He said that he sent an official letter to the ministry and is waiting for a reply.

The question arises: did the representatives of the local authorities not know about possible delays of funds and technical failure? If so, the problems with communication between the representatives of different levels of power, which have been mentioned for several years, have not been eliminated.
