It should be recalled that the Program for increasing the competitiveness of local producers was approved in January 2025. It is implemented by the Organization for Development of Entrepreneurship (ODA) and the World Bank office in Moldova.
Under this program, enterprises can receive grants of up to 2 million lei for the implementation of IT and engineering solutions, adjustment to international standards, laboratory tests and certification, intellectual property protection, marketing and staff training.
De minimis or low-value aid is a form of state support that is considered insignificant and is not subject to strict control rules. It is intended for small and medium-sized enterprises (SMEs) and is limited to a certain threshold set by legislation. It has the advantage of a simplified granting scheme, which reduces the time required for paperwork and accelerates the receipt of funds.
This amendment is in line with the State Aid Law and the Regulation on Low Value Aid approved by the Competition Council. It will preserve the existing conditions of financing provided to small and medium-sized enterprises.
In addition, the document has been supplemented with a provision stating that the support measures under the program apply to enterprises engaged in the processing and marketing of agricultural products. ODA may provide grant aid only after receiving a declaration of state aid matching issued under the personal responsibility of the recipient. And also after verifying the total amount granted to the enterprise. It should not exceed the threshold of low value aid.
