
According to CIT, in 2025, 2,919 civilians in Ukraine and Russia died because of the war, and another 17,775 were injured. Compared to 2024, the number of deaths increased by 12 percent, while the number of injured people increased by more than 25 percent. Earlier, the UN came to a similar conclusion.
The monitoring mission on human rights in Ukraine confirmed that in 2025, 2,514 civilians died and 12,142 were wounded in Ukraine alone. The most civilian deaths in the entire time of Russia’s full-scale invasion were in the first year of the war. The Office of the UN High Commissioner for Human Rights conservatively estimated the number of civilian casualties at 6,919 as of January 2, 2023.
In 2025 – despite peace efforts – the intensity of strikes on civilian infrastructure has increased. CIT analysts note that 79% of all deaths and injuries in 2025 resided in territories controlled by Ukrainian authorities. The number of civilian casualties in Ukraine increased by 35% compared to 2024.
At the same time, according to CIT, the number of civilian deaths and injuries in the occupied territories and Russia decreased by 6 percent compared to the previous year, the Russian service of BBC News reported.
