
“The demand formed by agrarians, logistics companies and partially by the state has been transformed into domestic production thanks to the Made in Ukraine policy,” biz.nv.ua quoted the deputy chairman of the Verkhovna Rada for economic policy, Dmytro Kisilevskyy, as saying. – The main tools were localization in public procurement and compensation of 15% of the cost of Ukrainian equipment. Last year, three companies manufactured tractors in Ukraine. The factories of this industry are actively investing in the development and establishment of exports”.
Also, according to Kisilevskyi, Ukraine has launched production of a new type of engineering products – modular trawls. “At the same time, low-quality Turkish and Chinese trawls are still massively present in defense procurement. The bill No. 13392 on localization in defense procurement is intended to correct this,” the deputy said, “It will extend the localization requirements to the procurement of civilian goods by the defense forces, including this kind of products.
The requirement for a minimum level of localization in public procurement increased in Ukraine from 25 to 30% from January 1, 2026. Thus, from now on, the state and communities, as well as state and municipal enterprises will be able to purchase only those goods in the cost price of which the share of the Ukrainian component is at least 30%.
The increase in the level of localization is stipulated by the Law of Ukraine “On Public Procurement” and is being implemented in stages: the share of the Ukrainian component should increase to 40% in 2028.
