According to the authorities, the measure is dictated by the need to optimize the assets of the two state-owned enterprises in order to increase their efficiency and competitiveness.
Although Prime Minister Dorin Recean believes that both enterprises “show a constant increase in profits, efficiency and dividends that go to the budget”, the authors of the project want to create an even more competitive enterprise. The reorganization is aimed, among other things, at improving the quality of protection of state facilities, which are currently provided exclusively by these two entities.
DPP was established in 1961 and provides physical and technical protection services for property, premises and territories for public and private entities, provides escorts for valuable goods, patrols and assists law enforcement agencies in maintaining public order. In 2023, the net profit amounted to about 289.41 thousand lei.
The main activity of “Scutul Energetic” is the protection of energy system facilities. In 2023, the company earned 219.4 thousand lei of profit.
One of the key arguments in favor of reorganization through takeover was the higher capital value of Scutul Energetic – 569,092 lei against 167,146 lei of Detașamentul de Pază Paramilitară.
DPP has 396 employees, while Scutul Energetic has 120.
“During the reorganization process, all the employees’ rights will be ensured and guaranteed, and there will be practically no staff reduction,” assured Roman Cojuhari, director general of the Public Property Agency, under which both companies are managed.
At the same time, the draft government decision itself says that “the dismissal of the personnel in connection with the reorganization of the enterprises, in case it is impossible to transfer them, will be carried out in accordance with the labor legislation”.
