
The request concerned income received by the company from activities of public interest, but the tax authority refused to hand over the information, citing “commercial secrecy”. After that, the association, through lawyer Vital Zama, filed an administrative suit in March 2025.
Thus, on May 6, 2025, the court ruled in writing that the refusal of the STS violated the right of access to information of public interest and ordered the institution to hand over the requested data. In addition, the judges imposed a fine of 500 lei on the STS for violating the Law on Access to Information of Public Interest, which entered into force in June 2023.
“I consider the decision of the court of first instance to be fair, as the topic raised is of special public interest for our society. In this case we are talking about the activity of a private company that performs a public service – towing vehicles and placing them in a special parking lot,” lawyer Vitalii Zama told the Anticoruptie.md portal.
He emphasized that the transfer of public services to private operators does not cancel the obligation to ensure transparency. On the contrary, citizens have the right to know who manages, how the money is managed and who benefits from such contracts.
The decision is not final and can be appealed to the Chisinau Court of Appeal.
The situation with Magda Tur is indeed not very clear, since the required figures are available on specialized portals that officially purchase data on the economic activity of enterprises from the National Bureau of Statistics.

As Iurie Latii, director of the Monsato company, which administers the said portal, told Logos Press, “most likely, lawyers need this information in a very official form, with the signature and seal of the Tax Inspectorate, in order to move forward with this paper and initiate further legal proceedings regarding the activities of this enterprise.”
