The allowance was introduced in 2024. In addition, lump-sum payments are provided for the period of placement of an adopted child and when an adoption is finalized, as well as an allowance for the upbringing of a child over three years of age who has been adopted or placed under guardianship.

Thus, a lump-sum payment for the period of transfer of an adopted child is provided to insured persons who have at least 3 years of insurance experience (or at least 9 months of the last 24 months). The payment is made for the period of the child’s transfer, which is from 60 to 90 days, and its amount is equal to 60% of the average monthly income for the last 12 months, taking into account the insurance premiums paid.

The lump-sum payment upon adoption or placement of a child under guardianship/guardianship is provided to insured persons with at least 3 years of insurance experience (or 9 months in the last 24 months). It is accrued for up to 90 days from the date of the adoption or guardianship order and is equal to 100% of the average monthly income for the last 12 months.

The monthly allowance for the upbringing of an adopted child over 3 years old or a child taken under guardianship/guardianship in Moldova is 60% of the average monthly income for the last 12 months, taking into account the insurance contributions paid.

In all cases, the allowance is calculated according to the income of the spouse whose income gives the higher amount, and the upper limit is not more than 5 average monthly salaries multiplied by the number of months of income.

Who can become an adoptive parent

Today in the Republic of Moldova there are 761 children with the official status of adopted waiting for their family.

Any person who has reached the age of 25 and who is able to provide the child with good living conditions and a safe environment for harmonious development can become an adoptive parent. To obtain an adoption certificate, interested persons must submit an application and the necessary documents to the guardianship authority in their place of residence.

The national adoption procedure takes place in several stages. On average, it takes about 6-7 months from the moment a suitable family is selected. First, a suitable family for the child is identified, then visits are conducted and the child is handed over – visits can last up to 30 days, after which the child is handed over to the adoptive family for a period of 60 to 90 days. The case is then heard by the court, which makes a priority decision within ten working days, with the final order coming into effect after another ten days.

Those wishing to adopt a child can find the current list of children on the official page of the Ministry of Labor and Social Protection. “In this way, every child can get a chance to grow and develop in a family,” the authorities emphasize.
