The share of fines in the state budget has grown by half

The share of fines in the state budget has grown by half

This information was provided by the Ministry of Finance, specifying that in monetary terms this figure amounts to about 101.7 million lei. In particular, according to the authors of the report, the increase in revenues from fines was due to an increase in fines imposed by the controlling bodies. It amounted to 23.4 million lei, or 68.6%. It was also due to an increase in revenues from fines for traffic violations – by 21.0 million lei, or 27.4%.

As for the main taxes, the state budget revenues from personal income tax in the first half of 2025 as compared to the same period of 2024 increased by 218.5 million lei, or by 14.9%.

The amount of tax on income of legal entities during this period amounted to 4,887.9 million lei, increasing by 159.9 million lei or by 3.4% as compared to 2024.

Revenues from another basic tax, VAT, increased by 1.9 billion lei, or 12.2 percent. Of these, the value added tax on goods produced and services rendered on the territory of Moldova, VAT increased by 921.0 million lei (+15.8%). The growth of VAT on imports was recorded at 992.2 million lei (+8.3%), while VAT refunds – by 12.2 million lei (+0.5%).

The increase in VAT revenues in the first half of 2025 is due to the growth of retail and wholesale trade volume, as well as to the increase in prices for goods.

Excise tax revenues in the first half of 2025 as compared to the corresponding period of 2024 increased by 271.3 million lei, or 5.3%. Of these, excise duties on goods produced in Moldova increased by 151.4 million lei or 28.0%, while excise duties on imports – by 123.7 million lei or 2.7%.

This increase was registered largely on imported petroleum products and tobacco products produced in Moldova.
