The outgoing parliament left 180 bills in the procedure for consideration

Among them are draft decisions and laws dealing with areas ranging from animal cruelty and energy to reform of the Constitutional Court and the status of local elected officials.

“In process” and one of the latest initiatives of the current parliamentarians – a draft resolution on the adoption of the Declaration on the return of control (recapturarea) over the state. The authors are deputies of the Bloc of Communists and Socialists, who called for the intervention of the international community to “save Moldova from latent authoritarianism”.

Another draft decision envisages the creation of an investigation commission for parliamentary control in order to review the “anti-democratic” normative acts adopted by the 11th Parliament, which infringe on the independence of the judiciary, the Prosecutor General’s Office, the Constitutional Court, the Central Electoral Commission, the Audiovisual Commission, as well as other state institutions, affect the economic interests of the state, security and the country’s neutrality status. The responsible author is Vlad Batryncha.

The Draft Law amending the Law on Energy and the Law on Natural Gas stipulates the obligation of natural gas market participants performing public functions to transfer to the Energy Regulatory Agency and publish gas purchase contracts on the wholesale market in order to ensure transparency and effective control.

There is also a draft law by authors Denis Ulanov and Regina Apostolova aimed at combating cruelty to animals. The deputies of the same group proposed to amend the law on partial implementation of voting by mail and introduce an objective mechanism based on the number of citizens pre-registered for such voting in the respective state.

There are unaccepted initiatives of the People’s Assembly of Gagauzia – for example, amendments to the Electoral Code, aimed at clearly delimiting the powers of the Central Electoral Commission of the Republic of Moldova and the Central Electoral Commission of Gagauzia in organizing and conducting regional elections and all elections and referendums at the state level. Another project of the People’s Assembly of Gagauzia, dated November 2023, envisages amendments to the Law on Civil Service and the Law on the Status of Judge and the introduction of a requirement to speak the Gagauz language for candidates for the posts of judges of the Comrat Court and the Court of Appeal of Comrat.

Also under consideration is a draft law by Veaceslav Nigai, a former communist, now a member of the Respect Moldova party, on the amendment of the law on meteorological and hydrological activity. It is proposed that all meteorological and hydrological information collected, stored and managed by public authorities should be made available free of charge upon request of any natural or legal persons.

A draft law on the increase of the monthly allowance for the rehabilitated victims of political repressions from 1,250 to 1,500 lei starting from January 1, 2026 is also pending. The author is PAS deputy Valentina Ghetsu.

A draft law on amendments to the Road Transport Code and the Tax Code (authored by Andrian Keptonar) proposes to exclude the control of the payment of road toll (vignette) when leaving the country through border points. It is also under consideration.

The general opposition draft law, authored by Diana Karaman, Inga Sibova, Veaceslav Nigai, Victoria Cazacu and Vladimir Voronin, with the responsible author Olesia Stamata, proposes to amend the Law on the Constitutional Court and to introduce a public and transparent procedure for selecting candidates for the position of Constitutional Court judge, with analysis of documents, interviews and justification of decisions.

One of the oldest projects under consideration is the initiative of PAS deputies, registered in September 2023, which provides for a clear prohibition for pedagogical, scientific, pedagogical, scientific and managerial staff in the field of education to receive money or other benefits from non-governmental organizations founded by parents.

Another PAS project concerns changes to the Law on the Status of Local Elected Persons. It is proposed to enshrine the right and obligation of district chairpersons and deputy district chairpersons, as well as mayors and their deputies, to upgrade their qualifications and training. For this purpose, the authorities should provide funds for professional development in their budgets – not less than 2% of the labor remuneration fund. The law covers 1,081 people, including 978 mayors and their deputies and 103 district chairmen and deputy chairmen.

The draft of February 14, 2024 (authored by Radu Mudriac, BCS) envisages an increase in the National Fund for the Development of Agriculture and Rural Areas to 2,665,280 thousand lei.

The draft decision on the creation of an investigation commission for the parliamentary control of the activity of the Information and Security Service, authored by Adrian Albu, is aimed at clarifying the circumstances of operative and investigative actions against employees of diplomatic missions accredited in Moldova.

Also on the agenda is a PAS initiative on the establishment of a day of commemoration of those who died in the 1992 armed conflict for Moldova’s integrity and independence – on the battlefield near Cosnita village (March 14) and in Varnita (June 19).

A total of 1,967 normative acts were introduced in the legislative process between July 26, 2021 and July 31, 2025, of which about 80 per cent were adopted. Thus, during the four years of its work, the XIth Parliament adopted 1,589 normative acts. These included 1,149 laws and 440 resolutions. 259 agreements were ratified and 26 treaties were denounced. 139 normative acts were aimed at harmonizing the national legislation with the European standards. Out of the total number of adopted decisions, 173 concerned appointments, dismissals or resignations.
