The head of Energocom receives his salary from both “mom” and “daughter”

According to his declaration for last year, Buzatu’s salary in Moldova amounted to 714,469 lei, to which was added travel expenses of 40,009 lei and food stamps of 12,940 lei. Additionally, he received remuneration from the Romanian subsidiary Energocom Gas & Power Ltd. in the amount of 101,784 Romanian lei, which is equivalent to about 390,000 Moldovan lei (at the 2024 exchange rate).

The Romanian subsidiary Energocom Gas & Power was established in 2023 to facilitate participation in energy markets from other EU member states. The company is based in Ilfov County, Romania.

The recently published report of the Court of Accounts of the Republic of Moldova revealed a number of shortcomings in the activity of Energocom SA. In particular, it noted “the lack of coordination between Energocom SA and the subsidiary company when setting fees for services provided, which may lead to a violation of the principles of corporate governance and transparency regarding the procedure for setting them.

From the establishment of the subsidiary in 2003 until the end of 2024, its total expenses amounted to 1,202.01 thousand RON (equivalent to about 4,664.7 thousand lei according to the official exchange rate of the NBM as of December 31, 2024). RON 248.51 thousand were allocated for payments to employees and social and health insurance bodies.

“Despite the financial resources directed both for the formation of the share capital and for operational expenses, such as labor remuneration, obtaining licenses and other related expenses, as of 31.12.2024, the company carried out only a test transaction, without significant economic impact on Energocom SA,” the report of the Court of Accounts states.
