The budget deficit continues to grow

The budget deficit continues to grow

According to the report of the Ministry of Finance on the execution of the national public budget for January-August 2025, the total state budget revenues amounted to 50.9 billion lei. This is by 16.2% more than in the same period last year. Including revenues from accumulated taxes and fees – 49.5 billion lei, 16.3% more than last year. And revenues from projects financed from external sources were collected at 459.4 million lei. This is 10.9 million lei more than last year.

At the same time, the tax authorities collected 21.4 billion lei in the first eight months of 2025. This is by 2.7 billion lei (or 14.4%) more than last year. The revenues administered by the Customs Service are generally higher – 26.1 billion lei, but their growth continued to decline during this period. It amounted to 1.6 billion lei (or 6.6%) compared to the revenues for the same period last year.

Other revenues more than doubled – by 107.1%. This year, they amounted to 4.9 billion lei in eight months, while last year they amounted to 2.4 billion lei in the same period. VAT and excise tax refunds remain at about the same level as last year with an increase of 3.2%.

State budget expenditures and non-financial assets amounted to 57.5 billion lei. Compared to the same period in 2024, their growth is lower than that of revenues. They increased by 12.6% (6.4 billion lei). Thanks to this, the budget deficit at the end of August was slightly lower than the planned figures for this period.

The budget deficit was financed from internal sources (9 billion lei), external sources in the amount of 2,810.0 million lei and changes in the cash balance (-4.3 billion lei). On the state budget accounts as of August 31, 2025, they amounted to 10.4 billion lei.
