By 2030, 80% of Moldova's population will have basic digital skills, which requires additional efforts by the state to ensure the cybersecurity of citizens, Logos Press reported.

Such estimates are contained in the National Cybersecurity Program for 2026-2030, which was approved by the Cabinet on December 29, 2025.

The government notes that the accelerated digitalization of the economy has opened up new opportunities, but at the same time increased vulnerability to cyber threats. Experts estimate that cybercrime annually causes economic losses to the country at the level of 0.3% of GDP, or about $49 million in nominal terms. The number of cyberattacks on citizens and government agencies is increasing, while knowledge about the types of threats remains low.

“Cyber hygiene and online security are not yet managed strategically at the national level, and existing awareness-raising initiatives have had limited effect … The implementation of the Program is key to ensure a secure and sustainable digital ecosystem that will support the economic development and modernization of the Republic of Moldova,” the document says.

The Program sets ambitious goals: the share of the population with basic digital skills should grow to 40% by 2028 and reach 80% by 2030, while the share of information and communication technology professionals among the employed population should reach 3.3% by 2028 and 4% by 2030.

A plan of action is envisaged for the implementation of the program. These include conducting national exercises and point simulations of cyber incident response. There are also plans to create a cyber diplomacy unit within the Ministry of Foreign Affairs.

The expenses for the implementation of the planned actions are estimated at about 73.1 million lei.

Besides the program, the cabinet approved a string of other documents in the cyber security field. The cabinet adopted the Concept and Regulation on the State Register of Cyber Incidents, the Regulation on the National Cyber Incident Response Plan, the Regulation on Coordinated Disclosure of Vulnerabilities, as well as the Regulation on State Supervision of the Compliance with the Regulatory Framework by Service Providers in Critical Sectors.
