
Such data were presented by the Ministry of Education and Enlightenment at the government session on October 8, when discussing the new rules of scholarship distribution. In this context, the criteria for granting scholarships in Moldova are toughened: they will be distributed according to merit, as well as the repetition of personal scholarships will be limited. The cabinet approved the relevant decision.
The document provides for the amendment of the Model Regulation on the procedure of granting scholarships, in order to create a fairer and more transparent system.
In Moldova, scholarships were granted in three main categories: academic – depending on the results of the examination session, social – for students from vulnerable categories, and personal (meritocratic) – for special achievements.
Academic scholarships will be distributed in descending order of grade point average, and the lists of scholarship recipients will be approved by the governing bodies of the educational institution and published on its official website. It is proposed to award named scholarships only once within one cycle of study, based on annual academic results calculated as the arithmetic mean of two semester grades.
The procedure for canceling scholarships by order of the Minister is also fixed, as well as their appointment. The changes will come into force on January 1, 2026, which, according to the authors of the draft, will give time for educational institutions to inform students and update internal regulations.
The innovations are aimed at ensuring the efficient use of public funds and stimulating academic performance,” the authors note.
It should be noted that the medium-term budgetary framework for 2026 envisages the allocation of almost 430.4 million lei for all types of scholarships. At the same time, their indexation to the inflation rate is planned for 2026.
