The thematic component of the campaign focuses on digital violence and is supported by a pilot survey by the National Bureau of Statistics of the problem.

The pilot statistical household survey on “Women’s well-being and safety” will take place from December 1 to 21, 2025, according to the Eurostat methodology. The aim is to test the methodology and the statistical questionnaire as well as the program of electronic data collection in local conditions.

Based on the piloting, the survey itself will be implemented already in 2026 with a nationally representative sample. The method of data collection is face-to-face interviews with the recording of questionnaire responses on electronic devices. According to the methodology, the interviews will be conducted with girls and women aged 18 to 74.

The main objective of the study will be to obtain relevant information about women’s well-being and experiences in family life, work, and safety in general. The questionnaire includes questions about the composition of the household, information about the respondents and their partners, different forms of violence by the partner and others, as well as knowledge about support services for victims of violence and attitudes towards this phenomenon.

To acquire practical skills, interviewers tested the completion of the questionnaire through mock interview and response sessions. They were taught skills in persuasion and in preventing refusals to answer questions about the respondents’ personal lives. The statistical office encourages women to participate in the pilot study and answer questions openly, promising confidentiality of answers and other ethical standards.

If the pilot survey is successful, the statistical system will be one step closer to the European one, with the introduction of a meaningful indicator such as “Percentage of women and girls aged 15 years and older who have been sexually assaulted by a non-intimate partner in the last 12 months, disaggregated by age and place of assault”. This is stipulated in Government Decision No. 953 of 28.12.2022 on the approval of the National Framework for Monitoring the Implementation of the 2030 Agenda for Sustainable Development.

This data, as stated in the document, “is necessary for the implementation of public policies to prevent and combat the phenomenon of violence in society, as well as other institutions (such as civil society organizations, service providers, analysts, development partners and others) for the necessary measures to ensure the safety and well-being of women”.
