Additional funds were added to the budget as a result of measures taken by tax officials to combat the use of illegal labor and the practice of paying salaries in envelopes. At the same time, the amounts additionally charged by the State Tax Service for income tax, as well as social and health insurance contributions, increased by almost half during the analyzed period compared to last year. This is evidenced by the data of the State Tax Service report.
In particular, during this period, the STS conducted tax audits at 5,802 economic entities, which, as a result, additionally declared tax liabilities on wages amounting to 1.2 billion lei. This represents a 43.27% increase compared to the same period in 2024.
Including the section “income tax on salaries”, during the first nine months of this year, unpaid tax liabilities amounting to 251.6 million lei were recorded – by 51.50% more than in the same period last year.
The largest amount was accumulated under the section “Social insurance contributions related to salaries” – 712.9 million lei. This is 40.82% more than in the same period of 2024. And in the section of mandatory contributions for health insurance – 273.8 million lei – by 42.58% more than in 2024.
In addition, violations of legislation in the labor relations field were identified and 156 decisions were issued, the tax service reported. Among them, these included violations related to the correctness of calculation and payment of salaries, taxes and related deductions. As a result, tax liabilities, as well as fines and penalties totaling 60.8 million lei were additionally calculated. Of this amount, 14.6 million lei have been paid so far.
In total, in the first nine months of 2025, according to the data from the reports submitted by the enterprises, the tax liabilities related to the payment of salaries amounting to 34.8 billion lei were collected in the national public budget. This is by 12.98% more compared to the same period of 2024.
