Romania Risks Losing Up to €3 Billion Over Reform Delays

Romania could lose up to 3 billion euros due to reform delays

About one-third of Romania's National Program for Recovery and Reform (PNRR) is behind schedule, which could result in the loss of billions of euros in EU aid and billions more in penalties.

This was announced on April 9 by Investment and European Projects Minister Dragos Pyslaru in a report to the government. He said that in total, Romania still has to implement investments and reforms worth about 10 billion euros by the end of the program. The minister admitted that about a third of the remaining 10 billion euros is currently in the high-risk zone. About this writes HotNews.ro

Dragos Pyslaru said that Romania has so far received 10.7 billion euros within the PNRR, which is about 50% of the total amount.

One third of the tasks are at high risk of non-fulfillment

The minister announced that of the 179 milestones and targets related to the requests for payments under the 5th and 6th tranches, about one third are in the high risk zone of non-fulfillment.

“We have about a third of the targets fully met, a third is in the yellow-colored zone where we still have to meet the targets, but overall the situation looks good and a third is in the high risk zone of 65 targets and milestones out of 179,” the Minister said.

And he specified that these delays affect major infrastructure projects, such as water supply and sewerage networks, where the deadlines are already very tight.

Fines of up to 1 billion euros

But not receiving the money from the EU in full is one problem. There may be additional fines, Dragos Pyslaru explained.

According to an analysis presented to the government, at least 14 reforms have serious delays, each threatening fines of more than 700 million euros.

“At this moment we are offering you a framework of 14 reforms that are crucial for the PNRR and all of them are equally important, meaning that the cost of each of them is more than 770 million euros, up to almost a billion, in penalties,” the minister said.

At the same time, the Minister admitted that there are components of the plan that can no longer be corrected or implemented at all, which indicates that there is guaranteed failure to receive the money for these items and the payment of penalties.

According to his estimates, the total amount of losses on these components may amount to about 3 billion euros.
