New regulations on the optimization of the processes of obtaining permits were published on 5 September. They envisage amendments to more than 40 normative acts in order to remove bureaucratic barriers in the process of economic activity and, in general, to increase the competitiveness of Moldovan business.

With the entry into force of the provisions on the optimization of permits, which will be transformed into notifications, the old documents will be valid until they expire. During this period, their holders will not be obliged to submit the notifications established by law. At the same time, the validity of previously issued authorization documents will also be extended, without the need to obtain them again.

In addition, the digitalization of the process of issuing documents; remote suspension of their validity; regulation of the notification of activities in such a way that it does not contain elements of permit documents, etc., have been significantly expanded.

For example, registration as a patent holder from February 2026 will be carried out mainly through the AIS “Personal Cabinet of the Taxpayer”. At the same time, it is also possible to register by applying to a tax authority. In this case, the tax authority will verify the status of a person insured in the compulsory health insurance system, as well as information on the payment of social insurance contributions due to the receipt of relevant data from the competent authorities. The patent holder will not be obliged to submit supporting documents.

The patent will be granted or renewed for one month or, at the request of the applicant, for a longer period, but not exceeding 12 months. The provisions concerning the duplicate patent and its restoration are repealed.
