“Peace to huts, war to palaces.”

Recently, the leaders of eight non-governmental agricultural sectoral organizations sent an "open letter" to the Parliament of the Republic of Moldova with a proposal to withdraw and annul the draft Law No. 69/06.03.2024 on the organization and functioning of the Chambers of Agriculture.

The main argument against the Chambers is that the creation of these “parallel bureaucratic structures” only lengthens and complicates the process of communication between farmers and their numerous associations with the Moldovan authorities. In this regard, it is appropriate to recall that according to the idea, authored by former MAIA Minister Vladimir Bolia (now he heads another ministry), the Chambers of Agriculture are needed to formulate and implement “agrarian policies” together with ministries and agencies. And, perhaps most importantly, such structures exist in the European Union.

In turn, the leaders of farmers’ associations (producers of milk and dairy products, organic products, lavender, rabbit breeders, small winemakers, etc.) consider “the purest manipulation the statement of the initiators of the law on Chambers of Agriculture that only through them it will be possible to attract European funds”. According to the protesting farmers, “any organization can hope for assistance from European funds if it develops a worthy project”.

Agrarians also do not agree to pay dues to their associations, and, for example, to the National Office of Grapes and Wine, and to the Chambers of Agriculture. According to the leaders of farmers’ associations, “the planned investments in the Chambers of Agriculture are a waste of money”. In addition, the creation of this new structure “will require, above all, human resources, qualified and experienced personnel,” and their stock in the country is far from unlimited. “If the government needs another structure for control and accountability, it can be created within the Chamber of Commerce and Industry of RM”, – summarize the authors of the message.
