According to the PCCOCS public report for 2025, most of the arrests made relate to investigations against persons accused of organized crime and money laundering. In this context, the specialized prosecutor’s office notes that out of the total number of criminal cases investigated, a quarter of the persons convicted were members of criminal organizations or groups belonging to such syndicates.
PCCOCS prosecutors point out that last year there was an increase of almost 40% in the number of cases in which criminal investigations were completed. Thus, 417 criminal cases – of high complexity, in accordance with statutory jurisdiction – were completed, compared to 374 cases in 2024.
Completion of these criminal cases mostly means they go to trial, where prosecutors continue to represent the State Attorney’s Office on behalf of victims of complex crimes committed by defendants. Last year, for example, state prosecutors in PCCOCS represented the prosecution before judges for more than 1,800 defendants (about the same number as in 2024).
In addition to the cases already before the court, more than 360 more people were brought to trial in 2025. Thus, most of these defendants will be prosecuted for the following categories of offenses:
- Drug Trafficking;
- Human trafficking;
- Smuggling.
PCCOCS performance
In the conditions of modern Moldovan reality, it is not uncommon that high-profile criminal cases are quietly dissolved without consequences for the accused.
That is why it is most important that last year state prosecutors secured judicial sentences for more than 280 people. In addition to prison terms, courts and courts of appeal ordered the accused to pay fines totaling more than 7,500,000 lei to the state budget. At the same time, judges also granted the requests of specialized prosecutors that defendants in criminal cases brought to court also pay for their interrogation in court, resulting in the payment of a total amount of more than 1,000,000 lei.
