The event took place on the eve of the Remembrance and Gratitude Day, which is annually marked on March 2, the day when the military conflict on the Dniester River started in 1992, when Moldova remembers the soldiers who fell for the independence and territorial integrity of the republic.

Reintegration should be priority No. 1

“Reintegration can no longer be a party priority or just a slogan, but must become the number one priority for the country,” said Dumitru Roibu, chairman of the Alliance of Moldovans political party that initiated the discussion. – Moldova should be reunited before joining the European Union. This is conditioned not only by security considerations, but also by economic and social factors”.

It is necessary to openly discuss what form of state we will choose: a consolidated unitary state, expanded autonomy or certain transitional regimes. The lack of a common vision in society and among the political class fuels the distrust of the inhabitants of the left bank of the Nistru River towards this process, Roibu believes.

A mechanism to guarantee property rights is needed

“Through reintegration, the right and left banks can gain significant economic advantages. But we need a clear and transparent mechanism to guarantee property rights and recognize decisions taken before reintegration,” he stressed.

“The region is part of our country, but today we hear statements like: ‘Let’s join the European Union without Transnistria’ or ‘Let’s eliminate the problem to get into the EU’, which is a crime against Moldova as a state,” emphasized Dumitru Pulbere, former president of the Constitutional Court of Moldova.

Constitutional factor is an obstacle in the reintegration of the two coasts

And Valeriu Cuciuc, Doctor of Law, Chairman of the Institute of Constitutional Justice, pointed out the contradictions between the Constitution of the Republic of Moldova and the Constitution of the Transnistrian region. This factor is a fundamental obstacle in the process of reintegration of the two banks of the Dniester. He recalled that the constitutional structures in Tiraspol were created before the proclamation of Moldova’s sovereignty. The first document was adopted in 1991 and the current one in 1995 through a referendum, while the Moldovan Constitution was adopted by the Parliament.

According to him, the differences are significant, including with regard to the status of property. On the left bank, land and resources belong to and are managed by the state, while on the right bank, the right to public and private property is guaranteed. He emphasized that the constitutional framework had been neglected in previous discussions, which had focused more on urgent issues.

Valeriu Cuciuc believes that it is necessary to elaborate a Constitution of a united Moldova, which would be adopted by both banks of the Dniester and would ensure a common legal basis for the reunification of the state.
