New rules for housing stock: extension of privatization and ban on gas cylinders

UPDATED. Citizens living in the state housing stock on the terms of rent will have the opportunity to privatize housing for three more years - until May 31, 2029. The corresponding initiative was considered at a meeting of the parliamentary commission for economy, budget and finance. The document will be sent to Parliament for consideration in the first reading.

The current privatization period expires on May 31, 2026. The extension is explained by the fact that some citizens have not had time to exercise the right to privatization due to financial difficulties, overdue documents, long stay abroad or socially vulnerable situation.

As previously reported Logos Press referring to the data collected by local public administration authorities, 1,231 dwellings were privatized between 2021 and 2025. As of 2025, there are still 2,651 residential premises to be privatized. The authorities consider the three-year period sufficient to complete the process without infringing on the rights of potential owners.

A separate provision of the bill provides for a ban on the use of gas cylinders in apartment buildings. The measure is related to the risks of explosions and fires. Previously recorded incidents, including the 2018 tragedy, are cited as an example. Then an explosion in a 15-story building in the capital killed four people, three apartments were completely destroyed.

The draft law amending certain regulatory acts (adjustments to the regulatory framework in the housing sector) has been passed in its final reading. It will come into force on the date of its publication in the ‘Official Monitor’. The provisions concerning the ban on the use of gas cylinders are an exception. They will come into force in six months’ time.
