New EU Strategy for the Security of the Black Sea Region

The European Union put forward on May 28 a new strategy for the stability and security of the Black Sea region, which aims to expand ties and growth by linking Europe with the South Caucasus, Central Asia and other regions, Logos Press reported.

The European Commission press release notes that the strategy will also strengthen the EU’s geopolitical role as a reliable player in the Black Sea region.

“The EU will strengthen closer cooperation with Ukraine, the Republic of Moldova, Georgia, Turkey, Armenia and Azerbaijan and develop regional cooperation in the field of communications. Some of these countries have chosen the path towards EU accession or closer alignment with the EU. Today’s strategy aims to bring tangible benefits to the Black Sea partners and the EU by investing in and deepening key mutually beneficial partnerships,” the press release said.

Future cooperation between the EU and the Black Sea region countries is expected to develop in three main directions:

– Enhancing Security, Stability and Sustainability;

– Promoting sustainable growth and prosperity;

– Promoting environmental protection, climate resilience and preparedness, and civil defense.

In each of these areas, the EU intends to implement flagship initiatives with its partners in the region to unlock the region’s potential for growth, while addressing pressing conflict and security challenges.

Under the first pillar, this is the Black Sea Maritime Security Program, which will strengthen maritime security, protecting critical maritime infrastructure and the marine environment. It will also strengthen regional cooperation in mine clearance and address environmental and maritime security risks. The establishment of the Black Sea Maritime Security Center is also planned within this area.

In order to realize the second track, a Special Agenda for Connectivity, aligned with the Enhanced Trans-European Network, has been proclaimed. It will develop transport, energy and digital networks to exploit the potential of the Black Sea region as a vital corridor linking Europe to Central Asia via the South Caucasus, contributing to economic growth and competitiveness.

Under the third pillar, the preparedness of coastal communities and blue economy sectors will be enhanced to enable the Black Sea countries to cope with the environmental damage caused by war, respond to climate change risks and seize opportunities for sustainable growth.
